The Secretary informed members that Cllr Jackson was ill in hospital. The Secretary was request by the meeting to send a card to Cllr Jackson with members best wishes.
2. . Minutes of the meeting held on 22nd April 2009 were approved as a true record following an amendment to Item 2 should read Proposed Mr S Preston, Item 5
Result Cllr Jackson 8 votes , Cllr Ford 15 votes, was stated correctly, ie 20+ members of the public present. Proposed Mr S Preston, Seconded Mrs A Lloyd-Williams. All in favour.

5. Police Report Inspector Tim Hutchinson
I would like to take this opportunity to bring you up-to-date on how well Ryedale police have performed during the first 3 months of 2009-10 in the Malton & Norton areas.
Throughout 2008-09 we looked to make a large impact in the four areas that you have told us mean the most to you and which are the themes of the Safer Ryedale Partnership Plan.

During April to June 09 Malton & Norton have remained a low crime area with us recording 158 crimes across the 3 Wards of Norton East, Norton West and Malton.. That’s a drop of 34 victims of crime (17%)
Ø A 23% (4 less) reduction in burglaries (house and commercial)
Ø A 36% (4 less) reduction in auto crime
Ø A 46% (27 less) reduction in theft
The only area we have seen a slight increase are in reported violence offences (6 more)
In fact on Sunday 12th July, there was no recorded crime at all across the whole of Ryedale!
Community Priorities
Last year the main area that had shown an increase in crime is that of criminal damage with an increase of nearly 16%. (35 crimes) We recognised that this increase is unacceptable and can be attributed to minor damage being caused by a small number of persistent offenders. We tackled a key group of these crimes during the graffiti initiative in March. 5 local men were arrested and have been prosecuted for damage offences and other related crimes including burglary and the theft of two cars. Jane Jones, who co-ordinated that investigation can give an update on the recent conviction and sentencing of 2 of those men.
We are also responding to two areas within the town that have been highlighted to us as key causes of anti-social behaviour. The first is Wentworth Street Car Park and the anti-social behaviour caused by cars to the residents. This is an ongoing issue and a lot of work has already been done – you may recall at our last meting I gave you the results of a multi-agency operation on 17th July. We have a very detailed plan to deal with this and both Jane and Audie can explain more.
The second area is the behaviour of students on school transport. This not only looks at the anti-social behaviour but also safety issues regarding them not wearing their seat belts. The schools, the bus companies and the County Council are all on board and we hope to kick this off properly after the summer holidays.
Safer Roads
All our partners are working with us to raise the awareness of anti-social use of vehicles – this includes speeding, seat belt offences, using mobile phones and drink driving. From a police enforcement angle, we will carry out regular high-visibility checks on our own but where we get a particular hotspot or seasonal issue, then we will always work with our partner agencies. The Fire & Rescue Service are key allies in assessing the complaints of speeding and educating people on the consequences of speeding and drink-driving.
As well as education we do enforcement and in the passed 3 months we have issued
14 speeding tickets concentrating on Welham Road and Scarborough Road.19 tickets for using mobiles while driving & 68 tickets for failing to wear a seat belt.
The whole push is to have well-maintained vehicles in the hands of by well-maintained and responsible drivers. In that way we can reduce the number of people killed or seriously injured on our roads.
Alcohol Harm Reduction The Safer Ryedale Partnership are moving on to the next stage of the Alcohol respect campaign and concentrating on Proxy sales. Gail from Safer Ryedale can give more details.
SNT Police Officer of the Year Awards
I would like to thank the public for nominating Ryedale’s candidates for the North Yorkshire Police 2009 awards. PC Jane Jones won the Ryedale District the Safer Neighbourhood Police Officer for 2009.

In answer to a question about the recent court case reference car crime and all the graffiti in the town, PC Jane Jones confirmed that that 5 males were arrested 2 of them were also arrested for criminal damage to the George public house, and a burglary were they stole the car keys for 2 cars and drove these cars and crashed them into 3 other cars, writing off 3 cars in total. These two males were given prison sentences, one was given 1 year and banned from driving for 12 months and the second one was sentenced for 6 months and given a 1 year ban from driving. The first one was giver a longer sentence because he was also charged with shop lifting at the designer outlet.
PC Jones , PCSO A Sellers had accompanied enforcement officers from Ryedale District on evening patrols of Wentworth St Car Park if an effort to combat the anti social behaviour which was still a cause for concern there. In answer to a question PC Jones said it was an Ryedale District Council bylaw that a motorist should park a vehicle correctly and vacate it, but she could not say if Ryedale had carried out any prosecutions for any offences seen on
A number of points were raised by members to the Police Officers present
(a) Speeding:-, Welham Rd, the 30 mph speed restriction sign was obscured by
undergrowth. and should Norton Town Council write to
Highways Dept requesting they consider a 40 mph speed limit from the top of
Welham hill.
(b) Yorkshire Day:- Questions were raised about the preparation by both the Police
and RDC. It was felt there could be large crowds there to see the Archbishop of
York and all the other dignitaries, It was market day in Malton and with the
holiday season there would be heavy traffic on the A64.

PC Steve Pearse was the new Safer Ryedale Police Officer taking over from PC Terry Triffit who had recently retired from the Police service.
The Chairman offered is congratulations to PC Jones on her award of Ryedale Police Community Officer of the year.
6. Safer Ryedale Gail Snowden
The Retail of Alcohol Standards Group (RASG) was set up in 2005 to seriously drive down under age sales of alcohol. For the first time competitors in the high street agreed to work together, sharing best practice and common signage to deliver robust policies designed to curb what had up to then been unacceptably high levels of sales. The Government has publicly welcomed the fall in illegal sales but RASG , the Police, Trading Standards and local government have not been complacent. Indeed it is clear that more than ever, retailers need to be in the forefront of campaigns to stop young people from drinking in public and causing social nuisance, and drinking at home and causing health harm. With this in mind we embarked on the Alcohol Respect Campaign in Jan, Feb and Mar of this year.
Alcohol Respect Campaign
The above campaign in Ryedale is now in its sixth month and we are pleased to be able to report that the project has gone according to plan.
We still seem to have a few premises that are failing to request valid I.D. and fill in the refusals register, but North Yorkshire Trading Standards officers are working with these premises and on the whole we are really proud of the responsible attitude to preventing sales of alcohol to persons underage, shown by our licensees, their staff and shop staff.
We do not want to lose momentum and the campaign will continue. Either the Police, Trading Standards, or Sandi will occasionally call in to our licensed premises to see how things are going. If there are any problems surrounding young persons trying to purchase age restricted products, filling in the refusals register, or with staff training, help will be offered.
Being on the front line, so to speak, the licensee, and shop staff, are in a position to really bring home the impact of under age drinking to young people. Their continued refusal to sell alcohol without ID is getting the message across.
In the coming months our Alcohol Respect Campaign will turn its attention to the prevention of Proxy Sales.
We aim to raise awareness that supplying alcohol to underage more serious problem today than it has been in the past. Young people are drinking at a younger age – and they are drinking more.
